Hanko Identification

I am hoping someone can help me decipher this maker(s)/owner(s)

The first kanji is: 晴 meaning clear/bright (of the weather or sound). The second one looks a bit like a 水 (water) radical to the left of 弓 (pictograph of a bow). With this, hopefully someone will recognize it more easily.

This looks like it could be an older version of the hanko for the maker Seihou 晴邦.  This hanko is the last entry on the hanko data base at the link below.

I have no information of Seihou other than what's on the hanko page and certainly if anybody does, please let me know.
