Hi Dave,
Pre-war in NYC usually refers to buildings on the Upper West or East sides that were built between 1920 - WWII (as opposed to older tenement apartments). These buildings were built for the emerging wealthy class of the times. They are usually bigger (more rooms, higher ceilings, hallways, maid's room etc..) and had nice details - period mouldings, light fixtures etc...
Living in a Pre-war used to imply that you lived on the right side of the tracks
