Google, Google, Google. Amazing what can be found there ("making shinobue"):

http://www.mejiro-japan.com/html/header … /e_faq.htm

More ancillary ones there, as well, of lesser interest.

Make a bunch of 'em; that's where you'll find the detail.

The avatars for this thread are kind of Wagnerian. Faust, Nazi and some kind of runes.

Interesting, though I believe his beer of choice was Rheingold, not Faust.

I have made a number of different types of flutes including transverse- ryuteki, Irish flute, etc., and have owned a shinobue.
Mejiro was materials (you can email or call them about specific bamboo for specific keys) and plans you can purchase:

I have a few plans myself which give the measurements you need to construct the flute.
There are instructions online that Edosan has pointed out. Put these two together and you are almost there... I would suggest purchase a good Shinobue to have a model to work from.
If you can not either find one, or can not afford one, then more experimentation would be in order (but that's just fun).
As far as the physics of their design, there is nothing particularly unusual (like that of the Nyokan). Feel free to email me if you have specific questions.

Thanks, I actually purchased a $33 one, looks to be decent, now I just need to play around with it and learn how to play!
